Our Executive Management

Our federal agency is headed by our President. The President’s deputy is the Vice President. The department responsible for the government networks is headed by the Director, who is in charge of the federal networks. Find out more about the Executive Management of the BDBOS here.

The BDBOS is headed by the President. This function is currently vacant. Until further notice, the Vice President directs the affairs of our federal agency.

Vice President – Frank Buddrus

Vice President Frank Buddrus is the second in command of the BDBOS. He may act in place of the President in his duties.

Born in 1967 in Wilhelmshaven, Mr. Buddrus studied computer science and subsequently held various positions in the IT sector, including Head of Information and Communication at the Federal Police Headquarters (Bundespolizeipräsidium Nord).

From 2007 to 2015, he was involved in the introduction of the Public Safety Digital Radio as a consultant at the Federal Ministry of the Interior and Community in the technical supervision of the BDBOS. From 2008 to 2013, he chaired the Tactical/Operational Cooperation working group, among others.

Frank Buddrus moved to the BDBOS in 2015. Until 2017, he was responsible for the operational and tactical operation of the Public Safety Digital Radio, and acted as Deputy Head of Operations.

Frank Buddrus has been Vice President of the BDBOS since 2017.

Director as authorised representative for the federal networks – Dr Tessen Freund

The extended executive management function of the BDBOS includes the Director as the authorised representative for the federal networks. In our authority, he heads the department responsible for the operation of the nation’s wide area networks.

Born in Berlin in 1971, Dr Freund first studied computer science and later business informatics, before gaining his doctorate in engineering in 2007.

From 2012, Dr Freund worked for the City of Munich’s IT service provider, where he advanced the definition and development of the e-government strategy and roadmap 2020. Since 2014, he has been responsible for the “User Service, Service Planning and Management and Police IT” division at the central IT service provider for Brandenburg’s state administration body.

In 2022, Dr Tessen Freund moved to the BDBOS and has headed the Federal Networks division ever since.
